It's a free, okay-ish fishing rod. It's free, from the fishing quest that rewards some good gear, especially at lower levels. Problem is, that the perks aren't amazing. Don't be fooled by it being legendary. Keep it until you have extra money to throw at a better one.
If you wanna be the ultimate fisher, you could get one with daytime perks for fresh and salt water and one with night time perks for fresh and salt water. You'd end up with a pole for fishing fresh in the day, one for fresh at night, and same for salt.
