BoE (well tecnically neither, you salvage it. But it is unbound), but the drop chance in beta was 1 in 200 (so the same chance as the trophy mats from Open World e.g. Human Idol).
It Also teaches you (on salvage) how craft (via lv250) a BoE version of the item e.g. https://ptr.nwdb.info/db/recipe/schematichercyne_longsword
The price of these schematics will therefore be very high for a very long time. The crafted items has (relatively) cheap in terms of mats, but at first people will be selling the crafts (like Azoth Inductor crafts are just now).
